Updated Student Instructions on Coming to Campus

Following the requirements of COVID-19 prevention and control from upper authorities, the University has decided to adjust the arrangements for students returning to campus and new students enrollment as follows:

1. For students in low-risk areas in Beijing, with a green code from the "Telecommunications Big Data Travel History App" (通信大数据行程卡), and a green personal health code (个人健康码) (hereinafter referred to as "Double Green Codes"), they can submit the "Application for Exit and Entry of the Campus for Students" (学生进出校审批) via the "online service system" (在线服务系统) (hereinafter referred to as "the System") and can only return to campus after receiving approval from their school/department.

2. Students in medium/high-risk areas in Beijing should strictly abide by local epidemic prevention and control measures. After the risk level of that area is reduced to low, students can apply to return to campus in the System with valid proof of a negative COVID-19 nucleic acid test result (conducted within 48 hours) and Double Green Codes, and can only return to campus after receiving approval from their school/department.

3. Students in low-risk areas outside of Beijing can apply to return to campus in the System with valid proof of a negative COVID-19 nucleic acid test result (conducted within 48 hours prior to their flight/train/bus departure) and Double Green Codes, and can only return to campus after receiving approval from their school/department.

4. Students outside of Beijing who are living in a county/city/district/banner (or district of municipalities) with an area of medium/high-risk level and who have travel history to those areas within the past 14 days should postpone their return to the campus. After the risk level of the area is reduced to low, students should undergo 14 days of health monitoring before returning to Beijing. After the health monitoring is completed, students can apply to return to campus in the System with valid proof of a negative COVID-19 nucleic acid test result (conducted within 48 hours prior to their flight/train/bus) and Double Green Codes, and can only return to campus after receiving approval from their school/department. On the day of arrival in Beijing, students should take a nucleic acid test (if take the test at the University, one needs to wait for the test result at the centralized accommodation health observation point), and can return to the University if the test result is negative.

5. Students outside of Beijing who are in the prefectural-level city with an area of medium/high-risk level, but not in the lower-level county/city/district/banner (or district, for municipalities) with an area of medium/high-risk level, must complete 14 days of health monitoring before returning to Beijing. After the health monitoring is completed, students can apply in the System with valid proof of a negative COVID-19 nucleic acid test result (conducted within 48 hours prior to flight/train/bus departure) and Double Green Codes, and can only return to campus after receiving approval from their school/department. On the day of arrival in Beijing, students need to take a nucleic acid test (if take the test at the University, one needs to wait for the test result at the centralized accommodation health observation point), and can return to the University if the test result is negative.

6. Students returning from overseas (including Hong Kong and Taiwan), after being released from quarantine, should stay home for a 7-day health monitoring. Then, with valid proof of a negative COVID-19 nucleic acid test result (conducted within 48 hours) and Double Green Codes, can apply to return to campus in the System and can only return to campus after receiving approval from their school/department. For students in Beijing who lives together with family members that have returned from overseas and released from quarantine, after the family member being monitored at home for 7 days and tested negative for nucleic acid, the student can apply in the System with valid proof of a negative COVID-19 nucleic acid test result (conducted within 48 hours) and Double Green Codes, and can only return to campus after receiving approval from their school/department.

7. Students or their co-resident family members who are confirmed cases, suspected cases, asymptomatic infected persons, or close contacts with confirmed cases, should not return to school temporarily. For student or co-resident family members who were confirmed cases, suspected cases, asymptomatic infected persons, or close contacts with confirmed cases, after strictly implementing relevant epidemic prevention and control measures, they can apply to return to the campus in the System with valid proof of a negative COVID-19 nucleic acid test result (conducted within 48 hours) and Double Green Codes, and can only return to campus after receiving approval from their school/department.

8. All students and co-resident family members are required to complete 14 days of health monitoring before returning to school; students and co-resident family members with suspected symptoms such as fever, malaise, cough, sore throat, dry throat, diarrhea, vomiting, and loss of sense of smell or taste are required to seek medical consultation in a timely manner. Students should apply to return to school only after the symptoms have disappeared and the nucleic acid test is negative, and can only return to campus after receiving approval from their school/department. It is strictly prohibited to check in and register at the University with illness

9. New students please follow the epidemic prevention and control requirements above.

10. Upon arrival, students should strictly abide by the University’s epidemic prevention and control measures, and the regulations on entering and leaving the campus. Students should “avoid leaving the campus unless necessary”, “avoid gathering unless necessary”, and “avoid leaving Beijing unless necessary”. Students should take the necessary precautions to stay healthy.

11. Students who are unable to return to the University on time due to the epidemic control measures should apply for “leave of absence” in advance in accordance with the regulations on academic affairs.

12. Students should continue to strictly comply with the local COVID-19 prevention and control requirements and proactively cooperate with the local authority. Meanwhile, please take necessary precautions to stay healthy and report information including health conditions, exposure to suspected or confirmed cases, current location, etc., on the "Students Health and Location Report" (“学生健康及出行情况报告”系统,即每日信息报告系统) in the "online service system" (在线服务系统).

Everyone is responsible for the control and prevention of the epidemic. Please strictly follow all relevant rules and requirements. In case of policy adjustments due to changes in epidemic situations or commands from the higher-level authority, a separate notice will be issued.
