National Award for Science and Technology Progress:High-resolution Regional Emission Inventory and Their Application

Emission Inventory technology is a core and a supporting technology for changing the air quality around the world. An emissions inventory is a database that lists, by resource, the amount of air pollutants discharged into the atmosphere of a community during a certain time period. An emission inventory includes estimates of the emissions from various pollution sources in a specific geographical area. A complete inventory typically contains all regulated pollutants. It’s entirely predictable that emission inventory technology faces a great challenge when conducting a precise inspection and monitoring on the emission source and various pollutants. Especially in China, the fast development of industrialization and urbanization contributed to the most sophisticated and changeable atmospheric pollution source system, therefore it’s extremely hard for emission inventory technology to confirm the exact emission number, conduct updates and achieve high resolution.

On January 8th of 2016, the State Science and Technology Awarding Conference of China was held. Project Critical Technologies of High-resolution Regional Emission Inventory and Their Application completed by academician He Kebin from the School of Environment at Tsinghua University and his research team won the second prize of National Award for Science and Technology Progress. The research team members also include scholars from Beijing University of Technology, South China University of Technology, Peking University, and the Chinese Research Academy of Environmental Sciences.

Their project developed a stationary source and a moving source emission sampling system, which was based on the field test to construct Chinese atmospheric pollution source emission factor database; it developed a dynamic and high resolution emission inventory technology, making the uncertainty of main pollutants emission inventory decrease by 50%-70%; by building a multi-dimension online pollution source system and source inventory temporal-spatial resolution, the chemical species identification precision and source identification species have improved to a higher magnitude. The online integrated processing of emission inventory and its seamless connection with atmospheric chemistry model was also achieved.

This achievement has been wildly used in preventing and controlling atmospheric pollution in Beijing-Tianjin-Hebei, Yangtze River Delta and Pearl River Delta. It gives core technology support to more than 40 significant policies, technical documents and business platforms. It’s also applied to achieve emission reduction targets and plans by Guangdong and Hong Kong, and also achieve automobile exhaust emission standards by Macao. It is estimated to comprehensively improve Chinese environmental meteorological forecast level. The current results have noticeably improved emission inventory technology and the long-term undeveloped state of Chinese regional atmospheric pollution prevention. More than 100 research institutes at home and abroad including TF-HTAP and MICS-Asia adopted it; it has significant international influence in the area of emission inventory technology.
